NEW Make videos of inactive users public

I saw a post requesting that a user's private videos be made public, as they hadn't logged in for years. Seeing that user, all their videos are now public.
I'd like to know if there's currently an inactivity period required for an account's private videos to become public, or if I should make the same request for a specific account (and how long the inactivity period should be).
